Kagoshima Prefecture, Japan's Bridges: Nakanohira Dori Bridge across the Kotsuki River

The next bridge upstream across the Kotsuki River is a wide, two span precast I girder bridge. The Nakanohira Dori Bridge is about 180 ft long and 90 ft wide with four traffic lanes, wide sidewalks, and bastions on both sides for watching the river.
I was surprised to see that the river was full of fish and that the riverbank has a variety of waterfowl (and people) trying to catch them. Note how the river has a rock-lined bottom. I wonder if it speeds or slows down the river?
